It's an interesting plant: the yellowy-green things are "bubils" from which emerge the flowers. The white papery things are the sheaths that enclose the developing bubils - a new one at the top and some sheaths have gone revealing the bubils. When the sheath opens, a stalk comes out of it and atop which sits a soliitary flower, see later.
